What is “Permanent Resident” Visa ?

A foreign national residing in Japan with a valid status of residence can apply for a permanent resident permit if certain conditions are met.

Unlike other statuses, permanent residency imposes no restrictions on the period of stay or the activities you can engage in, making it an attractive option for those who wish to live in Japan long-term.

Requirements for Obtaining Permanent Resident Visa

The following three points are particularly important for obtaining a Permanent Resident Visa.

Good Conduct

The applicant must not fall under any of the following conditions

  1. Has been sentenced to imprisonment, detention, or a fine for violating Japanese laws and regulations.
  2. Is under an ongoing protective disposition under the Juvenile Law.
  3. Is involved in special circumstances where their behavior in daily or social life is not considered to be of good conduct, such as repeatedly committing illegal acts or engaging in activities that disturb public morals.

Even minor violations of laws and ordinances that do not fall under category “a.” may still be considered under category “c.” if they are repeated. For instance, repeated violations of the Road Traffic Law, such as speeding, can fall under this category. More serious offenses, such as driving under the influence of alcohol or driving without a license, are also included. Please exercise caution to avoid such situations.

Financial Stability

You must have sufficient funds and skills to support an independent livelihood. Generally, an annual household income of at least 3 million yen is required, though this amount may increase depending on the number of dependents.

Compatibility with the Interests of Japan

As a general rule, applicants must have lived in Japan for at least 10 years, including the latest 5 years under a work qualification (excluding “Technical Intern Training” and “Specified Skilled Worker 1”).

Flexibility in Requirements and Special Exceptions

In certain cases, the above requirements may be relaxed:

Spouses of Japanese nationals or permanent residents

As a general rule, permanent residence requires a minimum stay of 10 years in Japan. However, a special exception applies to spouses: the marriage must have lasted at least three years, and the spouse must have lived in Japan for at least one year.

Highly Skilled Professionals

If you score 70 points or more on the Highly Skilled Professional points system, the 10-year residency requirement is reduced to 3 years. If you score 80 points or more, the requirement is reduced further to 1 year.

J-Skip

As a general rule, applicants are required to have stayed in Japan for 10 years or more. However, those who meet the J-Skip criteria are eligible for a special exception, which allows for a continuous stay of just one year or more.

The examination period for permanent residency can exceed a year, so ensure your current visa does not expire during the process. Apply for renewal as necessary.

Accuracy of Submitted Information

Inconsistencies in your application compared to previous submissions may lead to denial. Ensure all information is consistent and accurate.

Payment of Health Insurance, Pension, etc.

Non-payment or delinquency in health insurance, pension, or taxes can result in application denial. You should manage these payments carefully.
